During a trip to Hawaii, 38-year-old Igor Lytvynchuk was filmed behaving aggressively toward a Hawaiian monk seal. In the video, he threw a rock-sized object at the animal without any clear reason.

Witnesses said the seal appeared dazed but did not seem to suffer serious physical injuries.

The animal involved was not just any seal, but a Hawaiian monk seal, one of the rarest marine mammals in the world. With only around 1,600 individuals remaining in the wild, the species is listed as critically endangered.

One well-known local seal, reportedly named “Lani,” was believed to be the target.

People nearby reportedly confronted Lytvynchuk shortly after the act. According to accounts, he responded defiantly and claimed he was wealthy enough to cover any fines or consequences.

The response only intensified public anger once the footage spread online.

Federal Authorities Step In

The viral nature of the video quickly brought federal attention to the case. Officials from the National Oceanic and Atmospheric Administration began investigating the incident due to its impact on a protected species.

Lytvynchuk later surrendered to authorities in Seattle as pressure mounted.

Charges Related to Wildlife Harassment

He is now facing charges for harassing and attempting to harass a protected marine animal under U.S. wildlife protection laws. These laws are specifically designed to prevent harm or disturbance to endangered species like the monk seal.

Convictions can carry significant penalties regardless of intent or outcome.

Public Reaction and Political Response

The incident triggered strong reactions from conservation groups and local officials. Maui’s mayor publicly condemned the behavior while noting the unusual unity among people in opposing the act.

The case has since become a wider example of public intolerance for wildlife mistreatment.

A Reminder About Wildlife Protection Laws

Wildlife experts stress that protected animals are not just symbols of conservation but living species under legal protection. Disturbing or harming them can have lasting ecological consequences, even if no immediate injury is visible.

The incident has reinforced calls for stronger awareness among tourists visiting sensitive habitats.
